Can I Claim Compensation For Lost Luggage on an Inbound Flight?

Does anyone know if any compensation can be claimed from an airline if they lose your luggage on an inbound flight (going home). I stay in the EU and the flight was within the EU but I'm not sure if that makes any difference. Thanks in advanced...
