How do you make a jpg file into a psd file (photo shop file)?

im suppose to make a photoshoped hybrid animal in my comm tech cl, and im trying to steal a picture of the internet and make it into a psd file but every time i save the jpg file into a psd file and try to open it, it wont let me...any ideas to help?
