Am I wearing too much makeup (14 years old)?

I wouldn't feel guilty. It's not like you're really caking make-up, actually you're wearing barely any. I wouldn't say you're covering your beauty- more like you're highlighting it, which is the major difference between the kind of girl you don't want to be and the kind of girl you are. :3
