Movie like rodger rabbit?

Im looking for the title of a movie that reminded me of who framed rodger rabbit. All i can remember about it is that it had a human in a toon world, and he kept saying something like "humans do not **** toons!" and a toon lady kept calling him "pencil ****". I also seem to remember a baby standing on top of a car peeing on a cop car during a chase. Anyone have any idea what movie this is?
